The Simla Conference was convened by Viceroy Wavell with an agenda to transform his executive council into a national government. The Indian National Congress and All-India Muslim League were at loggerheads as the INC insisted on having the right to nominate Muslims whilst the League argued that it alone deserved the right to nominate those of its faith.

The fundamental difference between the INC and Muslim League was not possible to bridge and the talks ultimately failed.
